Lenticular clouds are cause by a disruption in air flow often when clouds pass by mountains or large man made structures.

Obama's 'powers' clipped by court

Reuters Barack Obama May2015 Memorial DayPresident Barack Obama
President Barack Obama's plan to protect from deportation an estimated 5 million people living in the United States illegally has suffered another setback in court.

In a 2-1 decision, the 5th U.S. Circuit Court of Appeals in New Orleans upheld a Texas-based judge's injunction blocking the Obama administration's immigration initiative.

The ruling issued Monday further dims prospects of implementation of the executive action. It may may mean the administration will not be able to bring its appeal to the Supreme Court before Obama leaves office in 2017.

Appeals over the injunction could take months and, depending on how the case unfolds, it could go back to the Texas federal court for more proceedings.

Republicans had criticized the plan as an illegal executive overreach when Obama announced it last November. Twenty-six states challenged the plan in court.

The administration argued that the executive branch was within its rights in deciding to defer deportation of selected groups of immigrants, including children who were brought to the U.S. illegally.

On Monday evening, the White House said in a statement that it strongly disagreed with the court and that the departments of Justice and Homeland Security will review the ruling to determine the "next steps" in the case.

"The Supreme Court and Congress have made clear that the federal government can set priorities in enforcing our immigration laws," the statement read. "This lawsuit is preventing people who have been part of our communities for years from working on the books, contributing to our economy by paying taxes on that work, and being held accountable."

Texas Gov. Greg Abbott who, backed by 25 other states, filed a lawsuit citing the economic burden Obama’s action would impose on their state governments, praised the ruling issued late Monday.

"President Obama should abandon his lawless executive amnesty program and start enforcing the law today," Abbott said in a news release.

House Judiciary Committee Chairman Bob Goodlatte (R-Va.) said in a statement that “President Obama’s decision to ignore the limits placed on his power and act unilaterally to rewrite our nation’s immigration laws is an affront to the Constitution.”

The administration could ask for a re-hearing by the full 5th Circuit but the National Immigration Law Center, an advocacy group, urged an immediate Supreme Court appeal.

"The most directly impacted are the 5 million U.S. citizen children whose parents would be eligible for temporary relief from deportation," Marielena Hincapie, executive director of the organization, said in a news release. She called on the Department of Justice "to seek Supreme Court review immediately, where we are more likely to obtain justice for our communities."

Nora Adriana Preciado, a litigator with the National Immigration Law Center, told the Los Angeles Times that if the Supreme Court takes the case, advocates plan to press them to expedite it.

"It's a case of national importance: We're talking about 26 states suing the federal government and almost 5 million people affected," she told the Times. "We're hopeful the Supreme Court will come down on the right side of this case."

Justice Department spokesman Patrick Rodenbush said in a statement they were reviewing the opinion to determine how best to proceed.

"The department is committed to taking steps that will resolve the immigration litigation as quickly as possible in order to allow DHS (Department of Homeland Security) to bring greater accountability to our immigration system by prioritizing the removal of the worst offenders, not people who have long ties to the United States and who are raising American children," he said.

Part of the initiative included expansion of a program called Deferred Action for Childhood Arrivals, protecting young immigrants from deportation if they were brought to the U.S. illegally as children.

The other major part, Deferred Action for Parents of Americans (DAPA), would extend deportation protections to parents of U.S. citizens and permanent residents who have been in the country for years.

The 70-page majority opinion by Judge Jerry Smith, joined by Jennifer Walker Elrod, rejected administration arguments that the district judge abused his discretion with a nationwide order and that the states lacked standing to challenge Obama's executive orders.

They acknowledged an argument that an adverse ruling would discourage potential beneficiaries of the plan from cooperating with law enforcement authorities or paying taxes. "But those are burdens that Congress knowingly created, and it is not our place to second-guess those decisions," Smith wrote.

In a 53-page dissent, Judge Carolyn Dineen King said the administration was within the law, casting the decision to defer action on some deportations as "quintessential exercises of prosecutorial discretion," and noting that the Department of Homeland Security has limited resources.

"Although there are approximately 11.3 million removable aliens in this country today, for the last several years Congress has provided the Department of Homeland Security with only enough resources to remove approximately 400,000 of those aliens per year," King wrote.

Obama issued the executive action granting an estimated 5 million undocumented parents of U.S. citizen children temporary relief from deportation in last November.

The initial euphoria in the wake of DAPA was quickly extinguished. After a Texas-based federal judge blocked the action in February, the Obama administration attempted to persuade an appeals court to lift the injunction.

Legal scholars say the Obama administration should have issued a longer-lasting formal regulation also known as a substantive rule, which would have protected immigrants from deportation, as opposed to a policy, which makes protection from deportation more of a privilege — a privilege that experts say can more easily be abolished.

Furthermore, analysts say, the administration should have more finely characterized who will benefit from deportation relief, and how broadly that relief is defined.

According to immigration lawyers, this amounts to a strategic error that may come to define Obama’s immigration legacy — one already marred by the fact that the government has deported more than 2 million people during the Obama administration

Messi due for action soon - Bartomeu

Messi SoonBarcelona star Lionel Messi
The Barcelona ace had been expected to miss the Clasico but the Blaugrana president insists the Argentine could be available for the trip to the Bernabeu

Barcelona president Josep Maria Bartomeu says star forward Lionel Messi is on course to be fit to face Real Madrid on November 21.

Messi suffered a knee injury in the win over Las Palmas at Camp Nou on September 26 and was ruled out of action for six-to-eight weeks.

However, it was reported at the start of the month that the Argentina captain was a week behind schedule in his recovery programme and that he had no chance of making the first Clasico of the season.

Bartomeu, though, insists Messi has every chance of being available for selection for the top-of-the-table clash at the Santiago Bernabeu.

"I hope he can play as his recovery is within the timeframe we had set ourselves," he is quoted as saying by Marca.

In addition, Bartomeu is praying that Barca will have a clean bill of health after the upcoming international break.

"I hope all of our players get through their trips with their national teams without injury and with great strength," the Blaugrana supremo added. "We will then give our all to beat our rivals."

Liga leaders Barca defeated Villarreal on Sunday to move three points clear of Madrid, who were surprisingly beaten at Sevilla later that evening.

President Obama finally has a Facebook Page

Obama Hands Smile EditedPresident Barack Obama
And it’s as on-message as ever.

If you thought President Barack Obama already had his own Facebook page you’re probably not alone.

But it turns out that nearly three-quarters of the way through his second term in office, the Commander-in-Chief still didn’t have his own profile on the social network. That changed Monday when the President announced on Facebook FB -0.56% that he—at long last—has his own page.

Obama’s inaugural post was a video that featured the President walking around a section of the White House grounds known as President’s Park in a two-minute tour aimed at raising awareness of climate change and pushing for environmental conservation.

“I want to make sure the beauty of this particular national park, but also national parks across the country and our planet are going to be there for Malia, Sasha, their kids, their grandkids for generations to come,” President Obama said in the video.

The President’s profile identifies him as “Dad, husband, and 44th President of the United States,” and his timeline includes life events like the oath of office that launched his second term and the swearing-in at the start of his first.

It also mentions his tenure as an Illinois state Senator and the four years he spent representing Illinois in the U.S. Senate. There’s also a post marking his wedding to First Lady Michelle Obama in October 1992.

President Obama’s inaugural appearance on Facebook comes about six months after he joined Twitter.

Thirty minutes after his first tweet, Obama’s Twitter account gained 100,000 followers. He hit 1 million followers in just five hours—fast enough to break a Guinness World Record.

An hour after his first Facebook post, Obama’s page had nearly 60,000 likes. Among the first to congratulate the president on his profile was Facebook chief operating officer Sheryl Sandberg. “Welcome to Facebook, President Obama!” she wrote in a comment on Obama’s post. “Excited for you to have your very own Page—and looking forward to the conversation (and the just-for-fun stuff).

Mr Bean’ star Rowan Atkinson and wife divorces after 24-years

Rowan SunetraRowan Atkinson and Sunetra Sastry
Rowan Atkinson and his estranged wife Sunetra Sastry have ended their marriage after 24 years together. The couple separated in February 2014, and Rowan has since been dating comedy actress Louise Ford.

On Tuesday morning, Sunetra was granted a decree nisi by a district judge at the Central Family Court in London. The order states the date on which a marriage will end unless a good reason for the divorce not to go ahead is produced.

According to ITV, Rowan was not present at the hearing where the court was told that the couple were divorcing over the actor's "unreasonable behaviour". Rowan married Sunetra in February 1990, although they had met years before while Sunetra was working as make-up artist with the BBC. The ex-couple have two children together – Lily, who is an actress, and a son Benjamin.

Rowan and his girlfriend Louise started dating shortly after the split. The pair met while starring in comic play Quartermaine's Terms in the West End together in 2013.

At the time of the split, Rowan and Sunetra were in the middle of building a £11million home in Oxfordshire. The Mr. Bean star moved into a £4million London cottage while his estranged wife is living in a £21million mansion in the capital.

"Sunetra was deeply upset to be replaced by such a younger woman," a source told The Sun.

Actor and comedian Rowan shot to fame after starring in sketch show Not the Nine O'Clock News. He is most recognised for his long-standing series Blackadder and Mr. Bean and later the Johnny English film franchise

Artist starts fire at Russia's Security HQ

One of Russia's most radical political performance artists was detained in Moscow early on Monday after briefly setting fire to the entrance of the headquarters of the FSB security service, the successor to the Soviet KGB.
Video footage showed Pyotr Pavlensky standing on Moscow's storied Lubyanka Square in front of the building where political prisoners were interrogated in the Soviet era as flames licked around its entrance, scorching parts of two heavy wooden doors.

Pavlensky, 31, was shown holding a petrol can and staring out onto the darkened square before a policeman grabbed him. His lawyer later told the Interfax news agency that Pavlensky was being held in a Moscow police station and might be charged with arson.

Unnamed law enforcement sources confirmed Pavlensky's detention, saying he could be charged with petty hooliganism, an offence that usually carries a fine and a jail term of up to 15 days. Two journalists filming his actions said they were briefly detained before being released.

In a script accompanying the video of the incident, which was released from one of his own social media accounts despite his detention, Pavlensky said his action was called "Threat" and meant to draw attention to what he called the terror tactics employed by the security agency.

"Fear turns free people into a sticky mass of uncoordinated bodies," he said. "The threat of inevitable reprisal hangs over everyone who can be tracked with devices, have their conversations listened to, and who faces borders with passport control," he wrote.

Pavlensky has attracted attention before, carrying out extreme acts which he says are designed to poke holes in the Kremlin's propaganda machine and draw attention to society's problems.

In 2012, he sewed his lips together to protest against the jailing of anti-Kremlin punk band Pussy Riot, and the following year he wrapped himself in barbed wire in front of a government building to show his opposition to laws he deemed regressive.

In his most shocking act, in November 2013, he nailed his scrotum to Moscow's Red Square, a gesture he described as a metaphor for the political apathy of Russian society.

He was briefly detained in October 2014 after slicing off his earlobe while sitting naked on the roof of an infamous state psychiatry clinic to protest against what he said was the political abuse of psychiatry.

Doctors have declared Pavlensky, who has in the past been ordered to undergo psychiatric tests, as sane.

Public reaction to his latest act was mixed with some Russians taking to social media to laud his bravery and others strongly condemning him.

We are Real, no Barca fears - James

James MadridJames Rodriguez of Madrid
The 24-year-old remained defiant about his team's chances in El Clasico despite the loss to Sevilla, while revealing his satisfaction at being back from injury

James Rodriguez insists Real Madrid must put aside their recent 3-2 defeat to Sevilla when facing Barcelona in El Clasico in a fortnight, stating his side have nothing to fear.

Los Blancos saw their unbeaten start to life under Rafael Benitez ended on Sunday at Ramon Sanchez Pijuan, allowing Barcelona to go three points clear at the top of La Liga following their 3-0 win over Villarreal earlier.

However, James - who celebrated his comeback from a lengthy spell on the sidelines with a goal against Sevilla - states his side must simply focus on stating united and bouncing back with victory in the Clasico.

"It's easy to name names now, but when the team wins, we do it together, and when we lose, we also lose together," he told reporters after the match. "We'll have to see what happens and be ready for our next match.

"They're [Barcelona] on form, but we have nothing to fear, we're Real Madrid. It's going to be an interesting match.

"I felt good [coming on against Sevilla]. I hadn't played for 60 days. I want to contribute and help the team win."

Rodriguez has been called up for Colombia's 2018 World Cup qualifiers against Chile and Argentina.

And, despite previous disputes between his club and country over his fitness levels, the playmaker has indicated he is ready to play in the upcoming internationals.

"I'll be there with them [Colombia]," the 24-year-old confirmed.
